An HQ thinking about efficiency can now deploy AI tools directly onshore — no offshore entity, no setup costs, no lead time. The efficiency argument for establishing a GCC is gone. The onshore team's proximity to the client keeps them tactical. The GCC's distance from that action is not a limitation — it is the structural condition that makes deeper thinking possible. The GCCs that answer the new value question clearly will not just survive the AI transition — they will find it has given them exactly the mandate they always deserved.
